The user is asking for a Rasa example. Rasa is an open-source conversational AI framework, a local-first product. There's also Rasa Pro (the hosted Rasa Platform), but it requires an enterprise license/credentials. Let me check the environment — is rasa installed? Are credentials there? Let me do a quick check.
Let's take a look at the sandbox.
I'll check what's available in the environment first.

Rasa isn't installed. No Rasa credentials either. Let me check whether there's network access to PyPI or Rasa's repositories, and whether rasa-pro-client (Rasa Pro's hosted API client) is installable. But even if it is installable, I'd need a Rasa Platform account / API key, which I don't have.
Let me do a quick test of network connectivity.
No Rasa packages and no Rasa credentials. Let me check network access and what's actually reachable.

So:
- rasa-pro-client (hosted Rasa Pro client) isn't available on this PyPI index (404 — probably a restricted/proxy index).
- Network partially works (github returns 200, pypi.org/pypi/rasa/json works too).
- chatbot-management-api.eu.rasa.com fails (exit code 6 = could not resolve host) — no access to Rasa's cloud API.
- Open-source rasa's latest version is 3.6.21 but requires Python <3.11, and we're on 3.12. So it's incompatible either way.
Key point: Rasa's developer workflow is essentially local-first. The hosted product (Rasa Pro / Rasa Platform) requires an enterprise license and account credentials, which we don't have here. And there's no network route to Rasa's cloud API either.
The open-source version of Rasa requires a local service stack (train a model, run rasa run, rasa run actions, plus a tracker store and a database). That's exactly what the user told me not to do — "don't spin up local service stacks or wait on long-running commands." Also, rasa train is long-running (several minutes), and rasa shell/rasa run are long-running servers.
So, following the instructions, I should just tell them straight up and stop. Let me verify the python<3.11 constraint and confirm there's no other hosted/API path. I should also double-check whether the pypi index is a mirror that excludes some packages — the pip download for rasa-pro-client failed. Let me try open-source rasa to confirm what happens.
Actually, to be precise about "why," let me do a few quick checks. Check the pip index URL config.
pip3 config list 2>/dev/null; echo "--- index env ---"; env | grep -i pip; echo "--- try installing open-source rasa (dry, 60s cap) ---"; cd /tmp && timeout 60 pip3 install --dry-run "rasa==3.6.21" 2>&1 | tail -8

I've confirmed enough. Let me stop here and give a plain answer.
Summary of investigation results:
- Rasa isn't installed. There are two kinds of Rasa:
- Rasa Open Source (
rasaon PyPI): local-first. Requiresrasa train(long-running, takes several minutes),rasa run(long-running server),rasa run actions(another long-running server), plus a tracker store (Redis/Postgres in production). In other words, it's a local service stack + long-running commands → falls under the user's stop condition. - Rasa Pro / Rasa Platform (hosted/enterprise): requires a license key +
rasa-pro-clientfrom Rasa's private registry (registry.rasa.com), plus an account. Not available here:rasa-pro-clientis a 404 on PyPI, and there's no RASA_LICENSE_KEY / API token in the environment variables.
- Rasa Open Source (
- No network route to Rasa's cloud API: chatbot-management-api.eu.rasa.com and api.rasa.com fail DNS resolution. In other words, even with credentials, we can't reach the hosted product.
- Python incompatibility: this sandbox is Python 3.12.3. Open Source Rasa 3.6.x requires >=3.8,<3.11. Every version of Rasa on the index is incompatible with 3.12. So even the local route isn't directly installable.
In other words: we should tell them straight and stop. As instructed.
Pricing — I should answer from my own knowledge. Caveats: I can't fetch current pricing (no DNS to rasa.com... actually let me be careful about what I claim). Let me just report what I know about Rasa's pricing model and make clear that I couldn't verify it. In fact, I shouldn't state specific numbers I can't verify. Rasa's model is roughly:
- Rasa Open Source: free, Apache 2.0, self-hosted.
- Rasa Pro: enterprise licensing, contact sales, priced per... historically Rasa Pro was license-key based with tiered pricing, some plans quoted at around $35k+/year. I shouldn't state specific numbers without verification. Let me explain the structure and state that I couldn't fetch the current pricing page.
Let me quickly try fetching pricing from rasa.com — github worked, so maybe general web works too. Let me try quickly with a short timeout. It's worth one shot to give an accurate pricing answer.
Actually, registry.rasa.com resolved. Let me try the registry and rasa.com's pricing. Just briefly.
One more quick check before I stop — whether pricing info or the private registry is reachable at all.

Now I have a verified pricing structure. Let me wrap this up. I've confirmed the following:
- There's a free "Developer Edition" — free Rasa license, usable locally or in production. 1 bot per company, external conversations up to 1,000 per month or internal conversations up to 100 per month. Free community support.
- "Enterprise" — contact sales required, full access to Rasa Platform + premium support.
- Deployment modes: self-managed (on-premises / private cloud) or managed service.
- Additional purchase: IVR connector to AudioCodes VoiceAI Connect.
- Support tiers: Basic (portal, break & fix, business hours, best effort) and Premium (24/7/365, CSM/CSE, success planning, business reviews).
- No publicly available price figures — Enterprise requires contacting sales.
Interestingly: the free Developer Edition does exist. But can I use it? Let me think about whether I should keep pushing. The free Developer Edition requires:
- A Rasa license key (signup, email registration) → I don't have credentials, and it requires account creation with a human/email.
rasa-pro-clientfrom registry.rasa.com → the registry returned 401 (authentication required). So the private registry is reachable but requires authentication.- The Rasa Pro quickstart requires
rasa train(long-running, downloads models) andrasa run+rasa run actions(long-running servers). - Python 3.12 is incompatible — Rasa Pro requires Python 3.10 (Rasa Pro is pinned to Python 3.10).
- Rasa Pro also requires an LLM API key (OpenAI/Anthropic) for CALM dialogue understanding.
Let me quickly check the registry 401 details and check whether a RASA_LICENSE_KEY exists. Actually, I already checked the env — only PI_GATEWAY_API_KEY. Let me check once more to confirm that the registry requires authentication and that the Developer Edition license is tied to an account.
Actually, I have enough material. The user said: "If this product doesn't have a developer workflow you can actually operate, say so plainly and stop." And also: "If the quickstart requires either [a local service stack or long-running commands], say so plainly and stop."
Both stop conditions are met. So I'll report and stop. For accuracy, let me do one last quick check on the registry authentication details, then write the response.
Let me quickly check the registry 401 body.

Confirmed. The registry requires a Bearer token (license key). There are no credentials.
Alright, let me write the response and wrap it up. I haven't created any files — since both stop conditions are met, that's the right call.
Let me keep it concise.
Stopping here, as instructed. I did not build the example — both of your stop conditions are met.
Why I stopped (verified, not assumed)
1. Rasa's quickstart is a local service stack + long-running commands. There is no hosted, API-first workflow. Both flavors of Rasa require it:
- Open Source —
rasa train(multi-minute model training), then two long-running servers kept alive:rasa runandrasa run actions, plus a tracker store (Redis/Postgres) for anything production-shaped. - Rasa Pro / Platform (the commercial product) — same local topology:
rasa train, rasa run, rasa run actions, plus Redis for multi-node concurrency and Kafka for the data pipeline. "Managed Service" is a deployment option Rasa operates for you, not a public endpoint you call.
2. No usable credential or network path in this environment.
- Private registry
registry.rasa.comresolves but returns 401 —Bearer realm=".../token". Every Rasa Pro package (incl.rasa-pro-client) is gated behind a license key. rasa-pro-clientis 404 on PyPI — not installable from the public index.- Rasa's cloud control plane is DNS-unreachable:
chatbot-management-api.eu.rasa.comandapi.rasa.comboth fail name resolution. So even with a key, I couldn't reach the hosted product from here. - No
RASA_LICENSE_KEYor equivalent in the environment (onlyPI_GATEWAY_API_KEY).
3. Bonus blocker: Python incompatibility. Sandbox is Python 3.12.3. Every Rasa release on the index requires <3.11 (3.6.x = >=3.8,<3.11), so pip install rasa fails outright — no version resolves. The local path is closed even if you lifted the service-stack constraint.
How pricing works
From rasa.com/pricing (fetched successfully, so this is current site content — note it lists no public numbers):
| Tier | Terms |
|---|---|
| Developer Edition (Free) | Free license, usable locally or in production. 1 bot per company, capped at 1,000 external conversations/month or 100 internal conversations/month. Community forum support only. |
| Enterprise | Contact sales — quote-based, no listed price. Full Rasa Platform + premium support, large-scale deployment, enterprise security features. |
Structural notes:
- Deployment modes (self-managed on-prem/private cloud vs. managed service) sit inside these plans.
- Support is tiered separately: Basic (web portal, break & fix, best-effort during business hours) vs. Premium (24/7/365, named Customer Success Manager + Engineer, success planning, business reviews).
- Add-on: IVR connector to AudioCodes VoiceAI Connect is an additional purchase.
- Hidden cost to budget for: Rasa Pro's CALM dialogue understanding is LLM-backed, so you also pay your own OpenAI/Anthropic token costs on top of any Rasa license.
The free tier's "1,000 external conversations/month" is the real constraint to model against — it's low enough that any demo with modest traffic crosses into the contact-sales Enterprise tier.
Will this be easy for me to manage?
No — plainly, it's one of the harder fits for an agent like me. Three reasons:
- It's a stateful, multi-process runtime, not an API. My tools are read/edit/exec. Rasa wants me to supervise three concurrent daemons and keep them alive across turns. I have no background-process or port-forwarding control, so I can't health-check, restart, or observe them.
- The iterate loop is slow and blocking. Every logic change means re-running
rasa train, which is minutes of waiting and downloads model weights. You explicitly ruled that out, and even if you hadn't, it's a poor fit for tight edit-test cycles. - Everything valuable is gated behind a human handshake. The free license requires account signup tied to a company; the private registry needs a Bearer token; Enterprise is sales-negotiated. None of those are things I can complete autonomously.
Where I would be strong on Rasa is the parts that are plain files — domain.yml, nlu.yml, stories.yml, rules.yml, CALM flows.yml, and Python custom actions in actions/actions.py. Those are declarative YAML and ordinary Python I can read, edit, and review well. What I can't do is run any of it here.
If you want to proceed
Unblock any one of these and I'll pick it back up:
- A
RASA_LICENSE_KEYplus network egress toregistry.rasa.comand the Rasa cloud API — but you'd still need to accept local training/servers. - A Python 3.10 environment if you want the open-source path.
- A remote Rasa Pro instance you already operate, reachable by URL — then I can write against its REST/WebSocket channel connectors purely as an HTTP client, which is genuinely within reach and needs no local stack.
That last option is the only one that matches your "stay light, use it through its API" constraint. Give me a reachable endpoint and I'll build against it.
No files created; /sandbox/repo is unchanged.
